The Stormwater Ordinance of Garland County was established in 2006. This was a mandated requirement from the Environmental Protection Agency (EPA) and the Arkansas Department of Environmental Quality (ADEQ).
All regulated small Municipal Separate Storm Sewer Systems (MS4) that are permitted under the State of Arkansas’s General MS4 Permit - are required to develop and implement a Stormwater Management Program (SWMP). Garland County’s MS4 (Permit # ARR 040014) The SWMP is a comprehensive program designed to manage the quality of Stormwater in our MS4.
This program encompasses the following components:
1. Public Education & Outreach
2. Public Participation/Involvement
3. Illicit Discharge Detection & Elimination
4. Construction Site Runoff Control
5. Post Construction Runoff Control
6. Pollution Prevention/Good Housekeeping
The Environmental Inspections Division is responsible for Stormwater plan review, the issuance of Stormwater permits, and site inspections. In addition, the division ensures regulatory compliance and mandated program implementation.
