County Collector:

 

          The County Collector is the collector of taxes for the county and collects municipal, county, school and improvement district taxes and turns them over to the county treasurer. The collector is responsible for collecting all property taxes from the third Monday in February to the tenth day of October during the calendar year after they are assessed. By statute, the collector is required to turn over all tax revenue to the treasurer by at least once a month. Taxpayers may pay their taxes in installments, with ¼ of the total being due between February and April, ¼ being due between April and July, and the remaining ½ between July and October 10 (ACA 26-35-501).

 

          Any real or personal property taxes not paid by the tenth day of October are considered delinquent and the collector extends a 10% penalty against the taxpayer (ACA 26-35-501). On or before the third Wednesday in November of each year, the collector files the list of delinquent taxpayers with the county clerk, and publishes this list within seven days in a legal newspaper of the county (ACA 26-36-203). The collector shall by the fourth Wednesday of October in each year, file with the clerk of the county court a list of taxes levied on real estate that the collector has been unable to collect.

 

Taxes are assessed for the current year, and paid a year in arrears. Tax bills are mailed to tax payers by June 30th each year. It is the taxpayers responsibility to provide good or correct mailing addresses. Personal taxes must be current to renew auto license.

Tax books open the first work day of March and close October 10th. Penalties are added October 11th. Taxes may be paid in person or by mail. Mail must be postmarked by October 10th to avoid penalties. No credit cards nor credit card checks are accepted. Payments for current tax may be made by personal/business checks, cashiers checks, money orders or cash. No personal checks are accepted as payment on delinquent personal tax. Payments for delinquent real estate tax may be by personal check. Real estate that is two (2) years delinquent is certified to the Arkansas State Land Commissioners office for tax collection or to sell by auction, to redeem state certified land, contact;

Payments for current taxes may be paid in installments. State law requires one-forth (1/4) of total tax due be paid by the 3rd Monday in April. The second one-forth (1/4) payment by the 3rd Monday in July and final or last one-half (1/2) by October 10th. Delinquent tax can not be paid in installments. Personal property tax must be paid before or at the same time as real estate taxes are paid, whether paying in installments or regular payment.

In the event of a payment error, the original receipt must be returned before a refund can be given. This includes individuals, mortgage companies, tax services or financial institutions. To get a refund, the original receipt must be returned to the collector's office.

Mortgage companies and/or escrow holders have sixty (60) days from receipt of tax bills to pay taxes without penalty. They also must "request" their bills prior to billing. The request must be in paper form, no diskettes or tapes accepted. Payments must be sent directly to the Collector's Office with parcel or record numbers they wish to pay. Return post-paid envelope must be supplied for return of paid receipts. Paid receipts should always be kept. No returns are made without the original receipt.

There is a service charge of $15.00 for any bank returned checks.
