    The duties of the Assessor are established by the Arkansas Constitution, the Arkansas Code and decision of the Arkansas Supreme Court. The principal duties are "to locate and value all property real and person". Assessment rolls provide funding for the various taxing entities.

    Personal Property: All businesses and residents are required to report their personal property for assessment each year before May 3 1. After that date a 10% penalty will be added. As residents buy, sell and trade vehicles and new residents move into the County they need to notify the office of these changes.

    Real Estate: This department maintains the parcel records that include current ownership, deed references, property address, mailing address, legal description, school district, current valuation, assessment history, land and building data. Garland County is under a three cycle for reappraisal. Each year the county is inspected for new construction and demolitions.

    Amendment 79: To provide a credit of at least three hundred fifty dollars ($350) against ad valorem property tax on a homestead. You must apply for this with the Assessors Office.

INFORMATION ON BUILDING IN GARLAND COUNTY 

    Garland County entered the National Floodplain Insurance Program (NFIP) in 1990. In accordance with the Federal Emergency Management Agency (FEMA) any new structures (homes or businesses) must apply for a Flood permit prior to construction. 

    The purpose of the permit is to determine whether or not your property is in a flood hazard area. This permit is free of charge, and as mentioned above, is a requirement for any new construction in Garland County. If your property is in the Hot Springs city limits, you will need to contact the City of Hot Springs, (501) 321‑6866. 

    You can obtain an application for permit at the Garland County Assessors Office. Hours are Monday thru Friday, 8am to 5pm.
